Kellogg, appeals from the trial court’s order affirming the decision of the Cook County Illinois Officers Electoral Board (the Electoral Board) that plaintiff could not be listed as a candidate for a judicial vacancy on the Democratic ballot in the March 16, 2004, primary election.
