LIEBERMAN, J.,

Earl E. Lyons petitioned for a hearing and appeal from the suspension of his motor vehicle operating privileges *165for one year. Said hearing was held on October 23, 1984.

FACTS

On June 4, 1984, Officer Steven E. Houp of the Reading Police Department observed a vehicle traveling the wrong way down a one-way street. Officer Houp stopped the vehicle. Upon doing so, he determined it had been operated by Earl E. Lyons (hereinafter petitioner). Officer Houp then noted petitioner’s breath smelled of alcohol, his face was flushed, his eyes were watery and he was having difficulty walking.…
