WOOLLEY, Circuit Judge.

United States filed a libel against the gas yacht Ruth for her forfeiture on four grounds, namely: (1) That, being licensed for the coastwise trade, she proceeded on a foreign voyage without giving up her enrollment and license and without being duly registered, and thus violated section 4337 of the Revised Statutes (Comp. St. § 8086); (2) that she transported liquor and was, therefore, employed in a trade other than that for which she was licensed, contrary to section 4377 of the Revised Statutes (Comp.
