TACHA, Circuit Judge.
Plaintiff Elizabeth Phelan appeals the district court’s grant of Defendant’s motion for summary judgment. We exercise jurisdiction pursuant to 28 U.S.C. § 1291 and affirm.
I. Background
Plaintiff Elizabeth Phelan has served as a member of the Board of Trustees for Laramie County Community College (“Board”) since the college opened in 1968. Claiming a violation of her First Amendment rights, Ms. Phelan sued the Board and each Board member in their individual capacities under 42 U.S.C. § 1983.
