RAMOS, District Judge:
Intellectual Property Watch and William New (“Plaintiffs”) bring this action pursuant to the Freedom of Information Act (“FOIA”), 5 U.S.C. § 552 (2012), against the United States Trade Representative (“USTR,” “the government,” or “the agency”). Plaintiffs seek disclosure of documents related to the Trans-Pacific Partnership (“TPP”), a free-trade agreement currently being negotiated among eleven Asia-Pacific countries and the United States.
