OPINION

DRAUGHN, Justice.

On February 19, 1992, appellant received a citation for operating his automobile on a public street with an expired inspection sticker. Appellant pled nolo contendere and was found guilty by the municipal court judge on April 14,1992, at which time appellant gave notice of appeal. On May 26, 1992, appellant filed a Motion to Dismiss alleging that the statute requiring vehicle inspection, was unconstitutional. This motion was denied by the County Court Judge on July 2, 1992.
