REILLY, Chief Judge:

The principal issue presented by these appeals is one of statutory construction, vis., whether the unexplained possession of large quantities of capsules, quinine hydrochloride, dextrose, and lactose — materials used by illicit dealers in heroin to adulterate and package their products for individual users of narcotics — is a violation of D. C.Code 1967, § 22-3601, which makes it illegal to possess the implements of a crime. Both appellants were found guilty of violating this section of the Code after a jury-waived trial.
