PLATT, District Judge.

Before this Court is a motion brought by TDY Holdings LLC and TDY Industries (“TDY” or “Intervenor”) to intervene pursuant to Section 113(i) of the Comprehensive Environmental Response, Compensation and Liability Act (“CERCLA”), 42 U.S.C. 9613® (2004), and Fed.R.Civ.P. 24, in the instant action between the United States of America (“Plaintiff’ or “U.S.”) and the City of Glen Cove (“Glen Cove”), Wah Chang Smelting *372and certain federal agencies, (collectively “Defendants” or “Settling PRP’s”).
