Seven individuals and three homeowner's associations (the complainants) brought this civil action against the Town of Leesburg (the Town), challenging a town ordinance that increased the water and sewer rates affecting properties the complainants owned in Loudoun County, but outside the Town. The Town interposed a plea in bar, asserting that the action is barred by the 30-day special statute of limitations contained in Code § 15.2-2627.
