MEMORANDUM OF OPINION AND ORDER
IRVING PIILL, District Judge.
This is a Petition to review a decision of the Immigration and Naturalization Service (hereinafter called “I.N.S.”). Petitioner is a citizen of the Philippine Islands who came to this country in 1967 as a visitor. On July 17,1968, he applied for a third preference classification visa as a teacher. The application does not specifically so state, but it is clear that Petitioner seeks admission as an elementary school teacher and would not attempt to teach here at the secondary or collegiate level.
