Recent legislation adopted by the General Assembly of this State during the session of nineteen hundred, and relating to the police system of Baltimore City, gives rise to the pending controversy. By the Act of ipoo, ch. 15, the method of selecting Police Commissioners of Baltimore City was changed from an election by the two Houses of the General Assembly to an appointment by the Governor with the advice and con sent of the Senate.
