This matter is before the Court after remand from the United States Court of Appeals for the Sixth Circuit. This Court had earlier granted Steven Michael Neumann's petition under the Hague Convention for the return to Mexico of two of his three minor children, who had been wrongfully taken by his wife, Respondent Julie Ann Neumann.1 See Neumann v.
