The purpose of the bill in this case was to require members of the County Court of Knox County to levy taxes sufficient to take care of the requirements of the budget submitted to it by the Board of County Commis*193sioners of Knox County. These commissioners in this mandamus proceeding contend that it is exclusively vested with the authority to prepare the budget and that the only function which the County Court performs with respect thereto is to levy a tax rate sufficient to take care of the requirements of the budget which the County Court is required to do.'
