The appellants Horry County and Horry County Airport Commission brought this action seeking a declaration that an ordinance enacted by the respondent City of Myrtle Beach approving leases to certain property and terminating existing leases was invalid because of the City’s failure to follow procedures prescribed by the City Code for the enactment of municipal ordinances.
