Elwood J. Cooper (“the plaintiff’), proceeding pro se, brings this action against several federal agencies (“the defendants”) under the Freedom of Information Act (“FOIA”), 5 U.S.C. § 552 (2012). The plaintiff seeks “to obtain all records related to his arrest and prosecution, in the hopes of uncovering documents that he believes will prove that ... his conviction was illegal.” Cooper v.
