In October 1992, the appellee, Terrance Ross, was ordered to pay $100 per month in child support for his two minor children. Thereafter, Mr. Ross became consistently delinquent in satisfying the obligation. Consequently, in proceedings occurring from 1994 through 1996, the Office of Child Support Enforcement (“OCSE”), the appellant, obtained judgments on the accrued arrearages, and Mr. Ross was repeatedly held in contempt.
