This matter comes before the court on appeal from the circuit court of Cook County. Defendants, the Village of Hillside (hereinafter the Village), Mr. Joseph Tamburino, and Mr. Russell F. Wajda, appeal the grant of a writ of mandamus, and a final judgment order entered against them by the trial court. The initial action was brought in chancery by plaintiff Central Transport, Inc.
