concurs insofar as the order appealed from is reversed, but dissents and votes to find the respondents guilty of child neglect, and to remit the proceedings to the Family Court, Kings County, for a dispositional hearing, with the following memorandum, in which Thompson, J., concurs: Contrary to the view of the majority I am unable to conclude that a de novo hearing is crucial to a proper disposition of these cases.
