Sears, J.:

The plaintiff the New York Central Railroad Company is the lessor and the plaintiff Welch is the lessee of certain premises *172in the city of Niagara Falls upon which the plaintiff Welch conducts a wholesale and retail coal business. Together they seek in this action to restrain the defendants the city of Niagara Falls and certain of its officers from preventing, restricting or interfering with the conducting of such coal business.
