Initially, twelve voters brought an action under the provisions of North Dakota Century Code § 16.1-16-02 against the Grand Forks County Auditor and Grand Forks County Canvassing Board contesting1 the election held on 2 November 1982 in Win-ship precinct, Grand Forks, North Dakota. The action was filed with the clerk of the district court pursuant to NDCC § 16.1-16-04.
