Petitioner Department of Labor & Industry, Uninsured Employers Guaranty Fund (Fund), petitions for review of an order of the Workers' Compensation Appeal Board (Board). The Board denied the Fund's appeal of a Workers' Compensation Judge (WCJ) decision.
