Bounlap Matmanivong has sued National Creditors Connection, Inc. (NCCI) al*868leging that the company failed to provide the required validation and dispute notice within five days of its initial communication to him, in violation of the Fair Debt Collection Practices Act (FDCPA). 15 U.S.C. § 1692g. NCCI has moved for summary judgment on all of Matmani-vong’s claims. Matmanivong has cross moved for summary judgment on the issue of liability.
