I. INTRODUCTION

On June 19, 2000, the Federal Trade Commission (“FTC”) initiated this action against defendants Productive Marketing (“Productive”), Foreclosure Solutions dba Formula Solutions (“Foreclosure”), and their principals, Matthew Hyman, Zachary Hyman, and Joshua Hyman (collectively, “Defendants”).
