In August, 1933, there was filed with the clerk of the Perry circuit court a petition signed by 24 voters of magisterial district No. 5 in that county requesting a submission of the question to the voters of that magisterial district at the following November election as to whether cattle or any species thereof should be permitted to run at large therein.
