Plaintiff as a resident, citizen, and taxpayer of New Orleans, enjoins the city from selling the lease of certain property known as “West End,” on the grounds that the property belongs to the state; that the law under the supposed authority of which the lease is to be sold, is unconstitutional, and that the proposed lease will involve the city in ultra vires contracts, increase its expenditures, and add to the burden of its taxpayers.
