The employee, Jack Alano (claimant), filed an application for adjustment of claim pursuant to the Worker’s Compensation Act (the Act) (Ill. Rev. Stat. 1983, ch. 48, par. 138.1 et seq. (now 820 ILCS Ann. 305/1 et seq. (Michie 1995))) for injuries he allegedly sustained while working for the County of Cook (employer). Following a hearing, the arbitrator found the claimant eligible for temporary total disability (TTD) benefits and for permanent partial disability (PPD) benefits to the extent of 45% of the person as a whole.
