MONROE, J.
The three plaintiff corporations are established under the laws, and operate connecting lines of railroad within the sugar producing region of this state, each of them being under the immediate administration of its own officers, but all of them being practically owned by the Southern Pacific Company. They instituted this suit on September 1, 1906, attacking a certain order, “No. 553,” which had been made by the defendant (Railroad Commission of Louisiana) on August 6th preceding, and the conditions and circumstances tending to the making of which may be stated…
