This is an original proceeding by a taxpayer seeking an injunction against the State Administrator of Public Welfare and the members of the Public Welfare Board in their official capacities.

By section IV of Part VIII of Chapter 82, Laws of 1937, an appropriation of $2,001,000 was made for administrative costs and other purposes of the Chapter for the year beginning March 2, 1937, and ending March 1, 1938; and a like sum for the same purposes was appropriated for the year beginning March 2, 1938, and ending March 1, 1939.
