I respectfully but strongly dissent from the OPINION on constitutional, legal, prece-dential, and public-policy grounds.
*300This ease came before the Supreme Court on four questions of law certified to this court by the Superior Court. The questions pertain to G.L.1956 (1985 Reenactment) § 9-17-24, as amended by P.L.1989, eh. 503, § 1, “Privileged communications to and information obtained by health care providers.” The facts giving rise to these questions have been described in the OPINION, supra.
