The board of education of Jacksonville school district was created by a special act of the legislature passed February 15, 1867. (1 Priv. Laws of 1867, p. 336.) It was created at the same time and as part of the same act incorporating the city of Jacksonville, and the boundaries of the district and of the city are co-extensive. The school board is composed of one member elected from each of the four wards of the city, and the mayor, who is ex-officio president. The board of education deeming the old school building inadequate and unsafe, concluded it would be advisable to erect a new building…
