Plaintiff Glen O’Gilvie has brought this action under the Administrative Procedures Act, 5 U.S.C. §§ 702, 703 (“APA”), against the Corporation for National Community Service (“CNCS”); William Anderson, the Deputy Chief Financial Officer of CNCS, in his capacity as its Debarment Official; Kenneth Bach, in his official capacity as the Acting Inspector General (“IG”) for CNCS; and Gerald Walpin, the former Inspector General for CNCS; and the AmeriCorps Program (collectively “defendants”).
