MARRERO, District Judge.

I. BACKGROUND

Defendant Julius Williams (“Williams”) was sentenced by this Court to 600 months of incarceration upon his conviction at trial by a jury of participating in a racketeering conspiracy (Count Two) and in a narcotics conspiracy (Count Three) to distribute crack cocaine.
