These matters came on to be heard by the court on the consolidated petitions for writ of certiorari of Florida Water arid Utilities, Inc. (hereafter Florida Water) to the actions and orders of the Dade County Environmental Quality Control Board (hereafter EQCB) and the Dade County Water and Sewer Board (hereafter WSB).
