Plaintiff-Appellant Florida Department of Revenue (hereinafter “the department”) appeals the district court’s order which affirmed an order of the bankruptcy court holding the State of Florida in contempt for sending debt-collection letters to Defendant-Appellee Daniel Rodriguez after Mr. Rodriguez had filed for Chapter 13 bankruptcy and the bankruptcy court had confirmed his Chapter 13 plan.
