Plaintiff sues to recover the amount of certain bonds issued years ago by the parish of Concordia.

The plaintiff alleged: That he was the holder and owner of certain warrants or evidences of debt which he described, issued by the parish of Concordia for the construction, repair, and maintenance of its public levees in the years mentioned in pursuance of the laws of the state and of the ordinances of the police jury for said purpose.
