On the seventeenth day of September, 1884, P. H. Campbell entered into a contract with Harris County through the proper authorities, to put inside blinds in the Court house of that county. The price agreed upon was one thousand three hundred and ninety-eight dollars. He" claimed to have completed his contract, which the county denied on the ground that the blinds put in by him were not in accordance with the terms of the agreement.
