BATTLE, J.,

Petitioner, George Grassi, is a licensed driver in the Commonwealth of Pennsylvania. On May 17, 1979 he committed a driving violation in the State of New Jersey. He did not immediately respond to the citation issued as a result of the violation.

*528The Pennsylvania Department of Transportation suspended Mr. Grassi’s operating privilege effective July 1, 1980 for failing to respond to the New Jersey citation. The department’s records indicate that the notice of this suspension was mailed to Mr. Grassi on June 30, 1980. Therefore, Mr, Grassi had no time to respond prior to the imposition…
