ALARCON, Circuit Judge:
Irene Flick (“Flick”) appeals from the order granting summary judgment in favor of the Liberty Mutual Fire Insurance Company (“Liberty Mutual”). Flick filed a civil complaint seeking damages resulting from Liberty Mutual’s denial of a claim under a standard flood insurance policy that was underwritten by Liberty Mutual as part of the National Flood Insurance Program.
