In our original opinion in this case, reported at 802 F.2d 809, we held that the Louisiana Private Works Act rather than the Louisiana Oil Well Liens Act governed the perfection of a materialman’s or laborer’s lien against an immovable structure located in United States territorial waters adjacent to the state of Louisiana.
