A hospital that provides services to Medicare patients is entitled to reimbursement under the Social Security Act (“Act”), 42 U.S.C. § 1395, et seq. Underlying this case is a dispute between Georgetown University Hospital, along with several other hospitals in the District of Columbia (“Hospitals”), and the Secretary of Health and Human Services (“Secretary”) regarding the Hospitals’ entitlement to reimbursement for inpatient services under the Medicare Prospective Payment System (“PPS”).
