MEMORANDUM AND ORDER
LISI, District Judge.
On November 5, 2003, this Court ruled on several motions. The Court’s rulings disposed of all of plaintiffs claims. At that time the Court informed the parties that a written decision setting forth the basis for the Court’s rulings would be issued at a later date. This memorandum delineates the legal analysis for the Court’s November 5, 2003 rulings.
