LEHAN, Judge.
This is an appeal from a final administrative order of the Florida Department of Labor and Employment Security, Division of Labor, Employment and Training (hereinafter the Department). The order provided for a business agent’s license to be granted to Celestine Kelly who was not a United States citizen and who was acting as business agent for the Palm Harbor Fire Fighters Union, International Association of Firefighters.
