In 1875 the legislature passed an act making it lawful for the township committee of the township of .Montclair, in the county of Essex, upon-petition in writing, of the owner or owners of more than half the lands lying upon any public road or roads, or any part or parts thereof? to create and establish a lamp district or districts, for the lighting of said road or roads with gas or oil, and take all necessary measures therefor, including the providing and erecting of posts and lanterns, and to make and enter into contract with any person or persons, company or companies, for all purposes…
