It is provided by the Election Law that the time for ■applying for the exclusion of persons appearing as voters •on the voting lists of the Insular Board of Elections, shall be from January 1 to May 31, of each year in which a .■general election is to be held, and that the corresponding petitions for exclusion shall be decided by the Board not later than June 30 in each election year.
