Plaintiff-appellant, Ugurhan Akturk Ko-sereis (“Kosereis”), brought a discrimination claim in the district court against his employer, the State of Rhode Island Department for Children, Youth and Families, Rhode Island Training School (“the Training School”), and the director of the Training School in his official capacity.
