The plaintiff was a legal resident, elector and taxpayer of the town of Trumbnll, in addition to his official position as chairman of the Trumbnll town council (hereinafter the council). The defendants were Trumbull town officials, namely: the first selectman, the director of finance and the town treasurer. The suit involves the town budget for fiscal year 1978-79.
