Plaintiffs are U.S. citizens, and the guardians, family members and the per sonal representatives of U.S. citizens, who were the victims of the February 16, 2002 suicide bombing in the West Bank village of Karnei Shomron in Israel. They bring this action against the Palestinian Authority (“PA”) and the Palestinian Liberation Organization (“PLO,” collectively “defendants”) alleging wrongful death, personal injury and related torts under the Anti-Terrorism Act (“ATA”), 18 U.S.C. § 2333.
