State ex rel. Herman Lewis Ballard filed this original petition for a writ of mandamus against Walter E. Vest, N. H. Dyer, W. P. Bittinger, Cecil B. Pride, Doff D. Daniel, Frank J. Holroyd, George F. Evans, E. R. Johnson, D. H. Afflack, R. E. Tripp, and F. W.
