Dorothy B. Bedell filed a civil action in the Jefferson Circuit Court, alleging that she had suffered injuries in an automobile collision as a result of the wrongful conduct of both the owner and the operator of a particular motor vehicle that was insured, subject to limitations and exceptions, by Quality Casualty Insurance Company (“QCIC”).
