Petitioners Castle Valley Special Service District, North Emery Water Users Association, and Huntington-Cleveland Irrigation Company (collectively, Water Users) seek review of an order of the Utah Board of Oil, Gas and Mining (Board) denying Water Users’ petition to amend a previous order and its accompanying findings of fact and conclusions of law.
